Each side spends victory points before the operation to tailor its opening plan, while keeping those choices concealed from the opponent. Japanese forces select a landing coast, decide whether to bring artillery, naval firepower, or specialist raiders, then push inland to seize installations and inflict damage before their brief supply window closes. American players balance fixed defenses against mines, reinforcements, reaction groups, and stronger air assets, while battles, maneuver, and card-driven events make every response matter.
